HI, Humanity & Inclusion is an independent and impartial aid and development organisation with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.
Since the organisation was first founded in 1982, we have set up development programmes in 62 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

JOB CONTEXT :
HI have been intervening in Yemen on and off for the last 12 years, with its actions initially focused on development issues, notably through the support to the development of physical and functional rehabilitation services for people with disabilities (PwDs) as well as through the capacity-building of the national networks of Yemen Disabled People’s Organisations (DPOs).
Since 2015, HI interventions have been adapted to the current context of conflict in Yemen. With the support of different donors, HI has been supporting two hospitals and one physical and functional rehabilitation centre in Sana'a City, building the capacities of their key staff in early rehabilitation care and psychological first aid (including specifically for children), supplying rehabilitation equipment, and directly providing functional rehabilitation care and psychosocial support to war affected people (including through the donation of assistive devices and provision of Prosthesis). In 2017, these activities have extended to new facilities in and around Sana’a.
In parallel, HI is implementing an inclusion and protection mainstreaming project, to increase the knowledge and capacities of the staff International NGOs in the inclusion of the most vulnerable persons in their humanitarian response (including PwD), so as to increase their access to essential services.
In addition, the mission is also expanding its sector of intervention through Risk education and Cash support. Eventually, the set-up of advocacy mechanisms considering the country and regional environment is another major goal of the mission.
While all of HI activities were done so far in Sana’a governorate, HI is expanding its activities in the Northern part of the country including Hudaydah. In 2019, HI re-established operations in 1 hospital in Aden and at this point in time is in the process of establishing activities in Mokha with a base recently opened in Jan 2020.
YOUR MISSION:
The Project manager has overall responsibility to ensure the quality and timely implementation of HI’s comprehensive rehabilitation, inclusion, and mine action activities along the West Coast.
The PM should have demonstrated experience in managing donor budgets from various donors ensuring compliance and sound financial management. The project manager will also be responsible for ensuring regular internal and external reporting is submitted according to HI and donor guidelines. The project manager may be requested to support the assessment of new health facilities or operational areas in close coordination with the technical unit and field coordinator. Approvals for programme implementation have just been received quite recently, so the Project Manager will be responsible for the start-up of some programme activities.

CHARACTERISTICS OF THE POSITION :
The base is located in Mokha city, Taiz governorate, along the West Coast, 4- 5 hours from Aden (including the only airport in and out of the country from the South).
TThe security situation in Mokha is relatively calm at this point in time with few incidents reported. As is the situation in Yemen, the circumstances can change rapidly. The frontline is approximately 100km North from Mokha city. Mokha city itself is a heavy militarised area with several military bases and various military actors.
Staff live in shared accommodation in a building that consists of the office and guesthouse which further decreases any movement by foot. Staff have opportunities to visit a small grocery store and other INGOs on weekends. All movements are done by car and all international staff should adhere to the curfew which can change depending on the security situation
Whilst MSF hospital is operational in Mokha city, they treat emergency cases only. Local health facilities can manage some day-to-day cases but should there be an incident, staff will be relocated to Aden for treatment and once stabilised, be medevacked out of the country for treatment if necessary.
