Kuwait said on Wednesday that it had objected to the British draft resolution on the Yemeni crisis to the members of the Security Council, “because it did not pay attention to our concerns.” Anadolu Agency reports.

This came during a press conference of the Permanent Representative of Kuwait to the United Nations Mansour Al-Otaibi, in New York.

He pointed out that Kuwait and another country “broke the silence on the draft resolution of Yemen.”

‘Breaking the silence’ is a special procedure in the Security Council so that the draft resolution is distributed to representatives of 15 member states and a date is set for its issuance.

In the event that the deadline is met without any objections from representatives of Member States of the Council, the resolution shall be deemed to have been issued on behalf of the Council.

The Kuwaiti ambassador, the only Arab member of the UN Security Council, did not make clear the other country, but UN sources said it was Russia, which objected to the name of Iran in the text of the resolution.

The sources said the United States wanted the resolution to include a reference to Iranian support for the Houthis group in the resolution.

Security Council resolutions require the approval of at least 9 members of the 15-member Council, provided that none of the five permanent members of the Security Council uses the veto.

The five countries are the United States, Russia, Britain, France and China.

The draft resolution proposes that the Council should initiate the deployment of international observers in Hodeidah, at the request of the Secretary-General, before the end of the month.

Anatolia received a copy of the draft resolution, which also calls for “unhindered flows of commercial and humanitarian goods”.

He also calls on the Yemeni government to “inject faster foreign currency into the country’s economy.”

The Kuwaiti ambassador said in his remarks that “the members of the Council are still studying some of the paragraphs contained in the draft resolution, which did not deal with some of our concerns,” without clarification.

UN Secretary-General Kofi Annan’s spokesman, General Patrick Kamert, will travel to Jordan on Thursday with a small team and will then leave for Sanaa and Hodeidah, UN spokesman Stephane Dujarric said.

The members of the Committee would adopt the Code of Conduct, based on the Hodeidah Convention, as the basis for the Committee’s work.
