Yemeni President Abd Rabbo Mansour Hadi issued today a presidential decision transferring all his powers to a presidential council that was formed in accordance with the constitution, the Gulf initiative and its executive mechanism. President Hadi issued another decisionrelieving his deputy, Ali Mohsen al-Ahmar.
The presidential statement clarified that the new presidential leadership council in Yemen headed by Rashad Al-Alimi will take over the political, military and security management of the country throughout the transitional phase, according to the official Yemeni news agency (Saba).
The new Presidential Council is also in charge of negotiating a ceasefire with the Houthis.
The council is chaired by Rashad Muhammad Al-Alimi, with seven members: Sultan Al-Arada, Tariq Saleh, Abdul Rahman Abu Zara’a, Abdullah Al-Alimi, Othman Majali, Aidarous Al-Zubaidi and Faraj Al-Bahsani.
According to the presidential statment, President of the Presidential Command Council shall exclusively have the supreme command of the armed forces, ratify agreements, declare a state of emergency and public mobilization.
According to the statement, the Consultation and Reconciliation Commission will be established to support and support the Leadership Council, which will consist of 50 members.
The statement added, "A commission will be established that brings together the various components to support and support the Presidential Leadership Council and work to unify and gather national forces in a way that enhances the efforts of the Presidential Leadership Council and create the appropriate conditions to stop fighting and conflicts between all forces and reach peace that achieves security and stability in all parts of Yemen." The presidential decision assigns the president of the council exclusive powers and competencies, which are: The Supreme Command of the Armed Forces. Representing the Republic at home and abroad. Appointing provincial governors, security directors, Supreme Court judges, and the governor of the Central Bank. Ratification of agreements that do not require the ratification of the House of Representatives after the approval of the Council of Ministers. Establishing diplomatic missions and appointing and recalling ambassadors in accordance with the law. Inviting the Council of Ministers to a joint meeting with the President of the Presidential Leadership Council whenever the need arises. Declaring a state of emergency and general mobilization in accordance with the constitution and the law, unless the Presidential Leadership Council, by a two-thirds majority, decides not to declare. - Calling the regular and extraordinary sessions of the Presidential Leadership Council.
The term of the Presidential Leadership Council ends, in accordance with a comprehensive political solution and the establishment of complete peace in all parts of Yemen, which includes defining the transitional phase and its requirements, or upon holding general elections in accordance with the new constitution and the inauguration of the new President of the Republic.
