Call for Proposals for a consultancy on Yemen: ICRC Protection of Health Care Problem Analysis
BACKGROUND
The ICRC seeks to create a world where weapon bearers, political authorities and populations in countries affected by conflict and other emergencies respect the inviolability of health care at all times. The ICRC continues to dedicate resources toward this humanitarian objective, including through the Health Care in Danger Initiative in 2011. Recently the emphasis of work has shifted from the global to the regional and national level. This is being carried out in order to translate normative language around preventing and responding to violence against health care facilities, personnel, patients and medical transport into programmatic interventions aiming at developing a body of practice and concrete behavioral change. For countries experiencing conflict this need to act is particularly acute, including the case of Yemen.
A consolidation of the ongoing work to address violence and attacks against health care in Yemen is currently desired. This includes collecting and analyzing information on the violence against health care and consolidating it into a problem analysis. An external support is envisaged through a consultancy to reinforce and eventually refine the approach to ongoing work.
OVERALL GOAL OF CONSULTANCY AND SPECIFIC TASKS
Deliverables
A final report, providing an examination of violence carried out against health care personnel and patients and facilities and medical transport. It will provide an overview of the recent history and evolution and draw out elements of the root causes of the problem with the inputs from interviews. The reports structuring should reflect the four pillars of the Health Care in Danger Initiative’s Theory of Change with comprehensive citations. Feedback provided from the draft must be incorporated into the final report; the findings of which must be presented.

QUALIFICATIONS OR SPECIALIZED KNOWLEDGE/EXPERIENCE REQUIRED/FINANCIAL PROPOSALS
Suggested selection criteria:
Solid research experience in undertaking qualitative research particularly using semi-structured interviews.
Educational background including an advanced degree in a relevant discipline (ie Public Health, IHL).
Excellent writing skills in English.
Ability to work independently.
Knowledge of Yemen context, including the political and humanitarian dynamics.
Knowledge of ICRC approach and the Health Care in Danger Initiatives work, ideally through direct contribution to the field.
Ability to capture and translate complex themes into a cogent analysis.
Arabic language abilities would be desirable.
Knowledge of IHL and health systems would be a significant asset.
Duration and application modalities
· The financial proposal shall specify the fees requested for the tasks based on the deliverables included in the ToR.
· The consultancy service is required for around 4 weeks (around 40 days of those), starting 4 December 2020 over a 75 day period.
· The service is home-based with occasional meetings to be organized online with ICRC staff in Geneva and Yemen.
· The applicant should submit a detailed research plan including the proposed methodology and financial proposal including her/his CV.
