Request for Proposal-Third Party Monitoring Services for Yemen

World Vision International Middle Eastern and Eastern Europe Regional (WV MEEER) Office is inviting potential suppliers to submit the Request for Proposal for Third Party Monitoring Services in Yemen. The Tender is opened for any interested companies and organizations.
Project Information:
World Vision International (WVI) provides funding for the implementation of humanitarian response activities in Yemen through partners. The current partner is implementing a health and nutrition project titled “Essential health and nutrition assistance to vulnerable and conflict-affected populations in Yemen“ in Al Madaribah District, Lahj Governorate. The overall goal of this project is “To prevent and reduce excess morbidity and mortality, preferentially targeting children under five and pregnant and lactating women, among vulnerable conflict-affected communities in Yemen”. Beneficiary Numbers: This project expects to reach up to 11,387 beneficiaries (5,637 males; 5,750 females), including 6,210 children. Location of the project: Catchment area of 5 sites (Hkrah Health Unit, Al Kobeisah Health Unit, Madaribah Olia Health Unit, Al Kodiraa Health Unit, Al Shat Health Centre). Duration of the project: 1 Apr 2021 - 30 Nov 2021 (8 months)
Scope of the service:
The purpose of contracting the Third-Party Monitor (TPM) is to monitor overall implementation status and progress. The monitoring is expected to use existing (monitoring) data and collect new data on all of the Log frame indicators as well as on specific objectives about the project and validate the interventions of the health and nutrition project implemented by our partner and provide independent feedback and reporting on these interventions.
The TPM is expected to:
• Access all sites / activities implemented by the project.
• Monitor and report on the implementation of the health and nutrition components, of the project titled “Essential health and nutrition assistance to vulnerable and conflict-affected populations in Yemen“ in Al Madaribah District, Lahj Governorate.
• Monitor and report on the project outputs measured in terms of patients’ satisfaction and healthcare service utilization.
• Report on implementation and complete the reporting cycle by reporting feedback and recommendations for corrective measures.
• Undertake an independent assessment of the performance of the project, its compliance status and identify issues emerging.
• Provide concrete recommendation for improving the work for WV, partners, and health units and hospitals for the monitored activities.
• Review and monitor service provision of health program activities, outpatient therapeutic and supplementary feeding programs for the treatment of SAM and MAM in children 6-59 months at targeted health facilities and respective catchment areas.
• Assess accomplishment and progress against plans and targets (as laid out in the proposal and then finalised in the attached list of sites).
• Ascertain community concerns (complaints and feedback mechanisms), and implementation strengths and gaps.
• Confirm partner-safeguarding procedures are in place to protect vulnerable groups.
• Ensure relevant permissions and coordination is obtained from the authorities and community leaders
