FHI 360’s Crisis Response Team meets the urgent needs of people whose lives are jeopardized by conflict, disaster, or displacement. We aim not only to make crisis-affected individuals healthier, but to do so while also strengthening communities, and health systems specifically.
Scope of Work
FHI 360 has been responding to the disaster in Yemen since 2018, implementing humanitarian response activities along the Western Coast of the Ta’izz, Hodeidah and Aden governorates. FHI 360’s project delivers integrated, facility-based humanitarian interventions in the health, nutrition, and WASH sectors, designed to meet the most pressing needs of both the host communities and internally displaced persons in areas of southern Yemen affected by the ongoing conflict. Activities increase access to primary health care, such as maternal and reproductive health services, improve the nutritional status of the most vulnerable groups, including pregnant and lactating women and children under age five, and rehabilitate the WASH infrastructures of the health facilities to ensure high-quality and sanitary treatment.
The successful candidate will build up our data systems to support the organization as it goes through a period of growth. FHI 360 is looking for a M&E expert with the confidence and experience to set-up and grow our M&E functions. The M&E consultant will be responsible for optimizing our programme and organizational systems so that we have access to real-time data to measure and guide progress and learning.
Specific Tasks:
· Provide technical support to senior managers to help them measure progress towards their results (including supporting development of assessments, beneficiaries’ experience/focus groups, reports).
· Create powerful ways to showcase the programme results to wide audiences including top-level government officials and funders. Create content including reports, presentations, visualizations, impact reports.
· Contribute to fundraising proposals and donor reporting (outcome/output data).
· Coach and train the M&E team.
· Performs other duties related to this scope of work as necessary.
Deliverables:
· Develop a MEAL strategy and implementation plan to support learning, management, and accountability for the country programme.
· Conduct a capacity assessment and develop a training plan to increase skills and knowledge of the M&E team.
· Improve the functionality of complaints and feedback mechanisms.
· Develop monitoring and data collection tools for Health, Nutrition and WASH programs.
· Provide reports, dashboards, and data on performances of activities and health facility staff.
· Improve the current physical and electronic program and M&E data archives.
Location of Work
Aden/Mokha, Yemen. Mokha, the field site office, is approximately 4 hours from Aden. Travel and accommodation in guesthouse are provided.

Travel
Travel to Mokha, Yemen is required. Travel and accommodation in the guesthouse are provided. A visa will be required with a time frame of mid-August to arrive in Mokha in early September.
Qualifications
· A bachelor’s degree in relevant field (development, social research preferably with a focus on monitoring).
· 5-7 years’ experience in a MEAL role working for an international NGO or similar, working in humanitarian and development contexts, preferably with focus on health, nutrition and WASH projects.
· Demonstrable experience in managing team dynamics. Proven capacity to build the M&E skills of colleagues.
· Demonstrable experience in project design and use of related logical design methodologies such as theory of change and the log-frame approach.
· Demonstrable knowledge and experience in standards and practice of a range of evaluation types and methodologies.
· Excellent communication skills, written and spoken: strong writing skills in English. Able to make technical data understandable to and engaging for lay audiences (donors, stakeholders, other team members, beneficiaries).
· Confident presentation and facilitation skills, proven record in provision of trainings a plus.
· Extremely proficient in Excel (familiar with functionality including tables, external data queries, index and lookup functions).
· Experienced in building simple to use, robust data entry forms and able to cleanse and process data from these forms and from other sources into databases (e.g. Excel, Access).
· Experienced in producing reports that clearly visualise information from these data in a way that allows others to make strategic decisions.
· Familiar with statistical methods used in both quantitative and qualitative evaluations.
· Experienced in managing external contractors (e.g. independent evaluators).
