EU Envoy to Yemen: EU Debates Options to Classify Houthis as a Terrorist Organization
Riyadh -- The head of the European Union Delegation to Yemen, Patrick Simonnet, has confirmed that discussions are underway within EU institutions regarding possible options to designate the Houthi movement as a terrorist organization.
Speaking in an interview with Asharq Al-Awsat, Simonnet stressed that the EU has shown “no leniency” toward the Houthis, rejecting claims that Brussels has softened its stance.
Simonnet explained that while the EU’s priority remains facilitating negotiations and bringing Yemeni parties back to the peace table, the bloc is simultaneously exploring legal and political mechanisms to respond to the Houthis’ escalating actions.
He emphasized that the EU’s position has consistently been firm, particularly in light of the Houthis’ attacks on shipping in the Red Sea and their repression of civilians in Yemen.
The ambassador noted that the debate over designation reflects growing concern among European policymakers about the Houthis’ regional destabilization and human rights violations.
However, he cautioned that any move toward formal terrorist classification would require careful deliberation among EU member states, balancing diplomatic efforts with security imperatives.
Simonnet also highlighted the EU’s ongoing initiatives in Yemen, including humanitarian support and backing for UN-led peace efforts. He reiterated that Brussels seeks to prevent further escalation of the conflict, while ensuring accountability for violations committed by the Houthis.
Such a step would align the EU more closely with positions already taken by the United States and several Arab states, though European officials remain cautious about the potential impact on peace negotiations.
